Cluster Boxes: The New Normal for Mail Delivery

In 2012, the USPS amended its Postal Operations Manual to reflect a preference for centralized mail delivery. In 2015, regional coordinators for the North Texas region began requiring the use of cluster boxes. Developers and builders should plan for centralized mail delivery and cluster boxes during a projects design phase.

Developers and builders should first identify their USPS regional coordinator and make contact before finalizing plans and site plats with local planning and zoning authorities. The regional coordinator for USPS must approve delivery modes and box locations before USPS will begin mail delivery.
