Dallas BA Weighs in on Adoption of Celina Irrigation Ordinance

The City of Celina approved adoption of their irrigation ordinance on April 14, with an effective date of June 1, 2020. As Celina’s population has grown over the 20,000 mark, they are required by state law to adopt an ordinance that requires irrigation work be performed and inspected by TCEQ-licensed professionals. State law also requires permits be obtained for installation.

The city has already been requiring this process informally and has now moved to codify an ordinance that keeps with area industry practice. Celina requested the Dallas Builders Association offer review of and comment on the proposed ordinance, which was done with input from Dallas BA staff and a group of builder members. The city moved to address needed clarifications requested by Dallas BA regarding what was required for inspections, locations for backflow prevention and the determination of “select backfill”.
