Jerry Carter inducted Into Texas Housing Hall of Honor

Jerry Carter of Jerry Carter Homes was inducted earlier this month into the Texas Housing Hall of Honor during ceremonies held in Austin.

Carter was the only inductee for 2022.

“You would be hard-pressed to find a more vocal or passionate advocate for the Texas housing industry and the organizations that represent it than Jerry Carter,” stresses Dallas BA Executive Officer Phil Crone.

Carter joined the Dallas BA in 1976 and continues to serve in numerous capacities, including as president in 1999. In 1997 he was honored with the Hugh Prather Trophy, the highest honor bestowed by the Association.

He chaired Garland’s Building Codes Board, which was responsible for establishing a comprehensive residential development ordinance that addressed the negative effects of expansive soils. During the city’s major growth years, Jerry helped create one of the first residential energy codes in the state.

Jerry served as president of the Texas Association of Builders in 2007 and helped guide TAB through a challenging time during the onset of the Great Recession.

He chaired TAB’s Building Standards Task Force to develop and pass HB 730, which created the Texas Residential Construction Commission. This was landmark legislation for the housing industry and the state.
Jerry was honored in 2004 with TAB’s J.B. Sandlin Builder of the Year award.

Carter also helped develop an “Alternate Prescriptive Energy Code Table” in 2003, TAB’s Stormwater Compliance Training Program in 2004 (the first of its kind collaboration between the Environment Protection Agency, the Texas Association of Builders, and the National Association of Home Builders), and “Right to Repair” legislation in 2004.  Jerry has provided impactful and meaningful contributions throughout the decades.

He continues to serve on a national level as well. He has been a long serving member of NAHB’s Resolutions Committee and State and Local Government Affairs Committee (SLGA). The SLGA Committee has provided financial assistance to countless HBAs across the nation. Over the years, Jerry has been a staunch defender of the fund.

He is a life director on the local, state and national levels.

“Jerry is at his best when there is a problem to be worked through,” says Crone. “The depth and breadth of his parliamentary knowledge and the wisdom he’s accumulated through service as a leader have left us all more assured that difficult decisions were reached through a fair and well-reasoned process.”
