Parking Code and Impact Fee Discussions Still Underway in Dallas and Denton
The Dallas Builders Association continues to weigh in on proposed ordinances in Dallas and Denton, with an eye towards protecting both single-family and multifamily home construction.
In Dallas, the City Plan Commission will continue its discussion on March 6 related to the proposal to reduce parking minimums. The ordinance has a goal preventing Dallas from being “over parked.” While the proposal does not mean there will be no off-street parking, it does attempt to tailor parking requirements to fit the needs of each development. What started as a baseline of no parking minimums has evolved to focusing on multifamily, with a requirement for one-half space per dwelling unit. There is also a provision on the table for visitor parking at a ratio of 0.25 guest parking spaces per unit.
In Denton, the city’s Capital Improvements Advisory Committee was recently briefed on the updated report on water and wastewater impact fees. This was a continuation of a previous review. While maximum assessable water impact fees show a decrease in one service area, they are proposed for significant increases in the others. The maximum assessable impact fees for wastewater show an increase that more than doubles in one service area and more than triples in the others. The item is currently scheduled to be presented at a City Council work session later this month.
